Absolutely agreed. This is a big difference that is lost often- and we honestly need (as an Army) to get better at deciding which measure we're using in what situation.
Under fire? Not the time for wondering about your reason for being in-country. You need to focus on executing a battle-drill properly.
Being told to illegally execute a prisoner? Not the time to focus on the fundamentals of marksmanship.
